The region has been inhabited since antiquity: Rusuccuru (Dellys) was an important Phoenician trading post then a prosperous Roman municipality. In the Middle Ages, Dellys became a trade and religious center under the Hammadids then Hafsids. The Ottomans built a maritime garrison there. The French occupied the coast in 1830. During colonization, the region developed agriculturally (Mitidja vineyards) and industrially (hydrocarbons at Cap Djinet later). Boumerdès as a distinct entity was created in 1984 (young wilaya). The May 21, 2003 earthquake hit the region severely (epicenter near Zemmouri), causing 2,300 deaths and the destruction of entire buildings in Boumerdès-town and Rouiba. Reconstruction has been massive since. Proximity to Algiers and seaside appeal make Boumerdès a dynamic wilaya today.
