The region has always been the heart of Greater Berber Kabylie. Under the Numidians then the Romans, it resisted foreign penetration thanks to its mountains. 8th-century Islamization was gradual; local Berber tribes kept their language (Kabyle) and customs. In the Middle Ages, the region was nominally under Hammadid, Almohad, then Hafsid authority, but villages remained largely autonomous. The Ottomans never imposed direct control on Kabylie. The French undertook Kabylie's conquest in 1857 — a major and bloody military operation. During the independence war (1954-1962), Kabylie was a main maquis of Wilaya III, led by Krim Belkacem. Bouira became a wilaya in 1974. The region remains proud of its Berber identity, alive in language, traditions and cultural claims.
